Project name: Thermal efficiency improvement of the buildings of the Primary School in Połoski and the Complex of Educational Establishments in Piszczac

Progressive degradation of the buildings, heat energy loss increasing the annual maintenance costs and causing environmental pollution, and finally, the need to ensure appropriate conditions for the users of the facilities led the Commune to decide on implementing this project. Due to the lack of appropriate modernization in recent years, the buildings of the schools in Piszczac and Połoski did not meet the current standards, primarily due to the relatively outdated technologies, in which they were made, and worn out window and door joinery. Objects have high coefficients of heat transfer which resulted in the significant loss of heat.

The general objective is to enter the investment in the improvement of the condition and efficiency of the use of energy infrastructure and energy-related infrastructure. All the undertaken actions are aimed, inter alia, at increasing the safety of users, protecting the environment and improving the functioning. The primary objective of this project is the improvement in energy efficiency of the buildings covered by the investment. The specific objectives of this project can be characterized in the following way:

  • reduction of pollutant emissions into the atmosphere,
  • improving the technical condition of the schools' buildings,
  • improving the quality of the school use for both children and teaching staff,
  • improving the pupils' health,
  • increasing thermal comfort of the social infrastructure,
  • improvement in energy efficiency,
  • optimising the use of thermal energy,
  • use of renewable energy sources,
  • reducing the impact on the environment.

The object of this proposal is the thermal efficiency improvement of the public buildings in Piszczac Commune (Rural Commune in BiałaPodlaska District, Lublin Province): The Complex of Educational Establishments in Piszczac and The Primary School in Połoski. The project is innovative and provides proven, widely used solutions.

On the basis of the carried out energy audits, the following variants including the following improvements are selected as the optimal variants of the thermal efficiency improvement enterprise:

  • insulation of external walls;
  • insulation of flat roofs;
  • replacement of windows and doors;
  • improvement of the heating system;

Thermal efficiency improvement and related works including in particular:

1. insulation of external walls with polystyrene ratio of L=0.032 by BSO.

2. Replacement of wooden and steel doors with the doors with a coefficient U not higher than 1.3 W/m2K.

3. Insulation of the ventilated flat roof with the mineral wool pellets with a ratio of l=0.043 by injection method.

4. Insulation of the unventilated flat roof with the mineral wool pellets with a ratio of l=0.043 by injection method, insulation thickness 16 cm.

5. Modernization of the central heating installation and the heat source.

6. Replacement of wooden windows with the windows with a coefficient U not higher than 0.9W/m2K.

In the Primary School in Połoski:

1. insulation of external walls with polystyrene ratio of L=0.032 by BSO.

2. Replacement of wooden and steel doors with the doors with a coefficient U not higher than 1.3 W/m2K.

3. Insulation of the unheated loft ceiling with mineral wool boards with a ratio of l=0.039.

4. Modernization of the central heating installation and the heat source.

5. Replacement of wooden windows with the windows with a coefficient U not higher than 0.9 W/m2K.

Selected technological solutions have been chosen on the basis of optimum improvements and variants of thermal efficiency - they are therefore the best variant, and thus contribute to saving heat, and to low emission of pollutants into the air. Presented investment for the implementation, and in particular its scope, is chosen in an optimal way and is not possible to be carried out in another variant, so as to achieve the same target values. Reducing the heat demand:

  • Total: 7381 GJ/year for individual buildings: Complex of Educational Establishments in Piszczac - 6464 GJ/year, Primary School in Połoski - 917 GJ/year.
  • Reducing CO2 emissions to air: total: 1525.37 Mg CO2/year for individual buildings: Complex of Educational Establishments in Piszczac - 1312.93 Mg CO2/year, Primary School in Połoski - 212.44 Mg CO2/year.

As a result of the implementation of the project, the following results of the project / project indicator / target value will be achieved:

1. Increasing the number of thermally improved public buildings / Number of thermally improved buildings – 2.

2. Increasing the number of replaced heat sources / number of replaced heat sources – 4.

3. Increasing the number of installed machines, equipment or installations using renewable energy sources, renewable energy sources – 4.

4. Increasing the power of installed machines, equipment or installations using renewable energy sources / newly installed power of renewable energy sources - 900MW.

5. Increasing the public awareness of energy savings in households / number of awareness campaigns – 3.

6. Conducting nationwide educational campaign on energy savings in households / number of persons covered with this initiative – 1000.

Sustainability of the project will be retained for a period of at least 5 years from the date of approval of the final report on the project implementation by the Program Operator, which is provided by the status and the financial stability of the Commune.
